In 2017 the Biblical Counseling of the East Valley (BCEV) was created to help churches, pastors, and people in the Phoenix metropolitan area.
For my wife and I, as our passion for biblical counseling grew through the discipleship and friendship with another godly couple. Our passion for caring for others grew we desired greater training so that we would be better equipped to serve in our local church. Through ministries similar to this one we grew in our love for God, His Word, and His people.
My hope for the ministry of BCEV is that it would help churches grow in the worship of our Savior through proclaiming the sufficiency of Scripture and the gospel of Jesus Christ everything a man or woman needs for life and godliness.
BCEV does not want to replace the local body of Christ, but desires the local body of Christ to replace BCEV through training, certifying, and mentoring God’s people to counsel one another biblically under the oversight of their local church (Rom 15:14; Col 3:16; Heb 10:24-25; Heb 3:12-13; 1Thes 5:14; Eph 4:15; Gal 6:1-2).
BCEV strives to equip the local church through its purpose Equip, Discipleship, and Training.

Tom was born in 1954 in San Francisco and moved with his family to Phoenix in 1960. He and his wife, Ann, married in 1976 and were graciously saved by God within weeks of each other in 1983. They have two married daughters, Krista Pratchard and Lisa McInturf, four grandsons and one granddaughter. Tom is a biblical counselor certified by Association of Certified Biblical Counselors (ACBC formerly NANC), a board member and instructor at Biblical Counseling of the East Valley, and a Chaplain with City of Tempe Police Department. He has been serving at Grace Bible Church since March of 2003 and is the chairman of the elder board.
Trey has been an ACBC Certified Biblical Counselor since 2012. Trey has been serving as board member of BCEV since the ministry’s birth. Trey gives oversight to curriculum development as well as a regular teacher of our training classes. Trey walks out his passion for prayer and pastoral care serving as a pastor at Sovereign Grace Church Gilbert, AZ. Trey is currently overseeing Small Groups, the prayer team and compassionately counseling couples and individuals. Trey and his wife Charlotte have four married children and 14 grandchildren who bring them great joy – especially when they are all together!
Wayne Nieman has been certified as a biblical counselor since 1996, receiving his training under Dr. George Scipione. He is a retired school teacher and has been involved in co-directing a Certified Counseling Training Center in Arizona known as Biblical Counseling East Valley (bcev.org). Wayne is an ACBC Fellow and has earned degrees in Special and General Education, a Masters of Divinity, and a Ph.D. in Marriage and Family Counseling. He has been married to Sandra Nieman for 45 years, and they have two grown sons, one daughter-in-law and two grandchildren. Sandra is also a retired school teacher and a certified biblical counselor since 2014.
